Dear  President Bush:

This shall be one of the most disturbing letters that you shall ever receive.  I do not lie and everything in this letter is true.   This is an affidavit. 
 
AFFIDAVIT

I, Edward Manfredonia, do solemnly swear under penalty of perjury that all the statements contained in this affidavit are true.

I have enclosed for your perusal a copy of my FBI wire order.  Please note that the highlighted name is the name of the Assistant United States Attorney, with whom on 13 September 1993 I met prior to my agreement to wear a concealed recording device.  The name of the Assistant United States Attorney is designated as:  AUSA Frances Fragos.  That was her name in 1993.  Her current name is Frances Fragos Townsend.  Frances Fragos Townsend is currently Assistant to President Bush for Homeland Security and Counterterrorism.  In 1993, the year that I was wired, Frances Fragos, currently Frances Fragos Townsend, knew of and proved, actually the FBI proved, the following criminal activity, which was centered at the American Stock Exchange.
1.  The sexual assaults/rapes perpetrated by Robert Van Caneghan (Van Caneghan), a member of the Board of the American Stock Exchange, upon his female employees
2.  The laundering into Swiss Banks by Heinz Grein of the billions of dollars that Ferdinand Marcos looted from the Philippines.  This money laundering was perpetrated while Heinz Grein was employed by a German Bank.  Note:  Heinz Grein masterminded and pleaded guilty to insider trading in Motel 6.
3.  The laundering by Heinz Grein of approximately $20 million for Al Avasso, a front man for the Italian Mafia, into Luxembourg accounts.  (Note:  Not Switzerland due to the changes in the banking laws of Switzerland.)
4.  The smuggling of cocaine by Louis Miceli aboard his boat, The Jaded Lady
5.  The laundering of drug money from the Cayman Islands by Louis Miceli and Robert VanCaneghan, both members of the Board of the American Stock Exchange via the broker dealer of their eponymous American Stock Exchange specialist firm, Miceli-VanCaneghan.  Note:  The American Stock Exchange actively permitted this money laundering- as did the clearing firm of Miceli-VanCaneghan into which the drug money was deposited.
6.  The stock fraud, PNF, which originated at the American Stock Exchange and was run by Al Avasso, a convicted felon, former AMEX member and front man for the Italian Mafia with the assistance of Louis Miceli and Robert Van Caneghan, two members of the Board of the American Stock Exchange; Steven Lister, Senior Vice President of Compliance at the American Stock Exchange, and Joel Lovett, Vice Chairman of the American Stock Exchange.
7.  The cover up of criminal activity and massive financial fraud at the American Stock Exchange, which cover up was ordered by Arthur Levitt, Chairman of the Securities and Exchange Commission.  This cover up of financial fraud and criminal activity, including the murders of Al Chalem and Maier Lehmann, has continued to the present day.  The Securities and Exchange Commission is desirous of covering up the criminal culpability of Arthur Levitt and the Securities and Exchange Commission in covering up pandemic criminal activity at the American Stock Exchange..

On 13 September 1993 I met with AUSA Frances Fragos in the offices of the United States Attorney at One Saint Andrew Plaza.  At this meeting were Edward Manfredonia, FBI Special Agent Joseph Yastremski, and AUSA Frances Fragos. 

AUSA Frances Fragos and FBI Special Agent Joseph Yastremski knew that I had represented Frost & Sullivan at the American Stock Exchange.  Heinz Grein, the mastermind of the insider trading scheme that included Motel 6, was the Vice Chairman of Frost & Sullivan. 

At this meeting on 13 September 1993 AUSA Frances Fragos questioned me concerning the insider trading in Motel 6. I, Edward Manfredonia,  stated that I had not traded on the basis of inside information, nor had I passed along the information to anyone else.  AUSA Fragos replied that she knew that I had not traded on the basis of inside information.  AUSA Fragos asked me what did Joseph Greenwald tell me about Motel 6.  I replied that Greenwald stated:  Buy it.  It’s guaranteed.

Note:  Joseph Greenwald had provided me with inside information in Motel 6 and Gulf Resources.  After Greenwald had made his plea deal, Greenwald boasted that Manfredonia would be the only individual, who would go to jail for trading on inside information in Motel 6.  According to Greenwald, Joel Lovett, who had received inside information concerning the takeover of Motel 6, boasted that Manfredonia would go to jail for trading on inside information in Motel 6.  But I had never traded Motel 6 on the basis of inside information. Being a convicted felon did not deter Greenwald from trading illegally afterwards.  Greenwald was caught violating his probation- and United States Attorney Mary Jo White did nothing, even though I had written to Mary Jo White personally concerning Greenwald’s illegal trading..  Mary Jo White permitted Joseph Greenwald to conceal in excess of $1,000,000 in illegal profits and to illegally launder some of these profits in a day trading firm, FNY.

I stated to Assistant United States Attorney Frances Fragos that I had been the only individual, who was connected to the brokerage firms that were involved in the insider trading scandal of Motel 6, who was not subpoenaed to appear before a federal grand jury.  I was also the only individual, who was employed at the firms and did not trade Motel 6 on the basis of inside information.  (In the 10 August 1992 issue of BusinessWeek there appeared an article, The System Was Perfect, which explicated the  insider trading scandal in Motel 6.)

The reason I was not subpoenaed:  I knew many individuals, who had traded Motel 6 on the basis of inside information who had not been indicted, i.e., Gary Rosen, Darryl Hirsch, etc.  And I was present when others were provided with the inside information:  George Wellington, Sam Gottfried, Jonathan Frey, etc.  I also knew that executives at Wagner Stott Clearing, currently Merrill Lynch Professional Clearing, a subsidiary of Merrill Lynch, knew of this insider trading ring.  This, in addition to the fact that I was the only individual, who possessed inside information and did not trade on the inside information, meant that my integrity was unassailable.

Assistant United States Attorney Frances Fragos remarked at this meeting that it is very unusual for innocent people to independently approach the FBI directly about criminal activity.  I replied that Robert Van Caneghan, a member of the Board of the American Stock Exchange, had sexually assaulted/raped his female employees.

Assistant United States Attorney Frances Fragos told me at this 13 September 1993  meeting:
1.  Al Avasso, a front man for the Italian Mafia and stock fraud promoter, had paid off Steven Lister, Senior Vice President of Compliance at the American Stock Exchange.  I stated to Assistant United States Attorney Frances Fragos that Al Avasso had informed me in 1991 that he had paid off Steven Lister- a violation of federal criminal law.  Yet, Arthur Levitt made certain that Lister was promoted to Executive Vice President for Compliance at the American Stock Exchange for covering up criminal activity at the American Stock Exchange.
2.  Arthur Levitt, former Chairman of the American Stock Exchange and at that time Chairman of the Securities and Exchange Commission, was providing information I had sent to the Securities and Exchange Commission concerning criminal activity at the American Stock Exchange to the American Stock Exchange in an effort to cover up criminal activity, including rape, at the American Stock Exchange..
3.  Robert Van Caneghan and Louis Miceli were involved  in money laundering.
4.  Mary Jo White had to go to Washington to gain permission to investigate the stock fraud, PNF, involving Louis Miceli, Robert Van Caneghan and the American Stock Exchange because Arthur Levitt wished to cover up criminal activity at the American Stock Exchange.

As I have stated previously I was not the only individual, who was questioned by FBI Special Agent Joseph Yastremski concerning the narcotics smuggling and money laundering operations of Louis Miceli and Robert Van Caneghan.  There was at least one other individual, a former member of the American Stock Exchange, who was questioned by FBI Special Agent Joseph Yastremski. 

After the meeting on 13 September 1993 with AUSA Fragos I returned to the vicinity of the American Stock Exchange.  While having a coffee in the Blimpies on Greenwich Street, I met Jeff Green, who subsequently pleaded guilty to trading Motel 6 on the basis of inside information.  Green told me that Robert Van Caneghan had admitted to the Board of the American Stock Exchange, including Joel Lovett, Vice Chairman of the American Stock Exchange, that he (Robert Van Caneghan) had sexually assaulted/raped his female employees.  I immediately telephoned AUSA Frances Fragos and stated that Robert Van Caneghan had admitted to the Board of the American Stock Exchange that he (VanCaneghan) had sexually assaulted/raped his female employees.  Note;  The Board of the American Stock Exchange included Paul Volcker, former Chairman of the Federal Reserve System, who chaired the effort at the American Stock Exchange to cover up the serial rapes perpetrated by Robert Van Caneghan.

On 15 September 1993 FBI Agent Joseph Yastremski entered the offices of Stephen Lister, Senior Vice President of the American Stock Exchange for Compliance, and subpoenaed the American Stock Exchange records of PNF, a stock fraud, which was perpetrated on the floor of the American Stock Exchange- with the active participation of Louis Miceli, Robert Van Caneghan, and Stephen Lister.

It must here be emphasized that FBI Special Agent Yastremski on several occasions stated to me that Assistant United States Attorney Frances Fragos knew that Louis Miceli and Robert Van Caneghan were laundering drug money.

On 3 December 1993 Alan Umbria, a member of the American Stock Exchange and a front man for the Italian Mafia, threatened my life.  AUSA Frances Fragos instructed me to go to the police.  After the New York City Police Department refused to do anything, AUSA Fragos instructed me to go the Manhattan District Attorney, Robert Morgenthau.  The Manhattan District Attorney refused to take action, and even ripped up the telephone number of AUSA Fragos.  Please note that Robert Morgenthau, Manhattan District Attorney, has willingly covered up the rapes perpetrated by Robert Van Caneghan; the murders of Al Chalem and Maier Lehmann; money laundering by Louis Miceli and Robert Van Caneghan; etc. because Wall Street rules in New York City- if you are connected to Morgenthau’s friends such as Arthur Levitt. Because the New York City Police Department and the Manhattan District Attorney were protecting Wall Street rapists and drug dealers, as usual, AUSA Fragos instructed FBI Special Agent Joseph Yastremski to pick up Umbria.  This FBI Special Agent Yastremski accomplished by going to the American Stock Exchange.  FBI Special Agent Yastremski told Umbria that if Umbria were to threaten me again, he (Umbria) would be arrested.

In December 1993 Assistant United States Attorney Frances Fragos was promoted.  Mary Jo White, United States Attorney for the Southern District of the State of New York, dropped the investigation into criminal activity at the American Stock Exchange, which criminal activity included the stock fraud, PNF; money laundering; narcotics smuggling; stock fraud; serial rape by Robert Van Caneghan; violation of the civil rights of the women whom Robert Van Caneghan had raped; etc.- as a favor to Arthur Levitt.

Mary Jo White, United States Attorney for the Southern District of the State of New York, agreed to drop the investigation into rape, narcotics smuggling, money laundering, stock fraud, the involvement of the Italian Mafia on the premises of the American Stock Exchange, etc. with the proviso that the American Stock exchange hire Debevoise and Plimpton, in the person of  Bevis Longstreth, to represent the American Stock Exchange, in its legal affairs.

Mary Jo White permitted women to be raped, drugs to be smuggled, money to be laundered , and eventually agreed to cover up the murders of Al Chalem and Maier Lehmann as a favor to Arthur Levitt so that Debevoise and Plimpton, her law firm and the law firm of her husband, could receive legal fees from the American Stock Exchange.  For the moral equivalent of 30 pieces of silver, Mary Jo White permitted women to be raped.

Please note that I had informed Assistant United States Attorney Frances Fragos on 13 September 1993 that Robert Van Caneghan had admitted to members of the Board of the American Stock Exchange that he (Robert VanCaneghan) had sexually assaulted/raped his female employees and that Joel Lovett, Vice Chairman of the American Stock Exchange, and other members of the Board of the American Stock Exchange had agreed to cover up these rapes.

Should you doubt that the Federal Bureau of Investigation and the Department of Justice covered up narcotics smuggling, money laundering, etc. there is an affidavit on my website, WallStreetScandals.com.  This is in Part I, under the heading, Affidavit.  The affidavit states that the affiant listened to telephone conversations between Edward Manfredonia and FBI Special Agent Joseph Yastremski involving the laundering of drug money by Louis Miceli and Robert Van Caneghan.

Arthur Levitt, Chairman of the Securities and Exchange Commission, made the following comment concerning the rapes that were perpetrated by Robert Van Caneghan to his chauffeur, Jon Rucker:  “Some things are better left unknown.”  The Securities and Exchange Commission and the Department of Justice have continued this cover up of criminal activity at the American Stock Exchange to the present day.

Let me provide you with two examples of massive violations of the Securities and Exchange Act of 1934 that were and are being covered up by the Securities and Exchange Commission
1.  The front running and price fixing in various exchange Traded Funds at the American Stock Exchange- most notably in the QQQ.  Susquehanna, the American Stock Exchange specialist firm in the QQQ, illegally earned by front running, price fixing, etc. in excess of $80 million per annum for a period of at least six years (1997 to 2002) for a total of $480 million.  This the SEC has proved via the cooperation of Richard Robinson, the former Director of Derivative Trading Analysis at the American Stock Exchange.
2.  The involvement of American Stock Exchange members and seat owners, including Joel Lovett, the Vice Chairman of the American Stock Exchange, with the Russian Mob and the Russian Mob takeover of Harbor Securities. This resulted in the murders of Al Chalem and Maier Lehmann in October 1999- and Arthur Levitt ordered a cover up of this crime.

But the cover up did not end with the federal government.  The Sulzbergers, pere and fils, publishers of The New York Times, both refused to write about criminal activity at the American Stock Exchange as a favor to Arthur Levitt.  This the Sulzbergers have continued to do to the present- not only covering up the rapes perpetrated by Robert Van Caneghan, but also aiding in the cover up of the murders of Al Chalem and Maier Lehmann by the Russian Mob by not referring to seat owners of the American Stock exchange, especially Feivel Gottleib, who knew of the murders.

The Sulzbergers, who had always excoriated President Nixon for Watergate, have engaged in a cover up of serial rape, murder, narcotics smuggling, money laundering, etc. as a favor to their friend, Arthur Levitt.  Arthur Levitt is deemed more important than the bodies of raped women.

Peter Kann, Chairman of Dow Jones an Publisher of The Wall Street Journal, ordered his reporters not to mention the American Stock Exchange when they wrote of the murders of Al Chalem and Maier Lehmann because of his friendship with Arthur Levitt.  In July 1992 Kann ordered Timothy O’Brien not to write about the involvement of Robert Van Caneghan and Louis Miceli in the stock fraud, PNF, as a favor to Arthur Levitt.  And Timothy O’Brien had financial documents that proved the involvement of Miceli and Van Caneghan with intense involvement in the stock fraud, PNF.  All this as a favor to Arthur Levitt.

In your speeches prior to the War against Iraq, you loudly proclaimed that Saddam Hussein had a professional rapist in his employ, whose function was to rape the wives and daughters of the enemies of his regime.  Yet, the Department of Justice and the Securities and exchange Commission have protected Robert Van Caneghan, a confessed serial rapist.  And Frances Fragos Townsend, Assistant to President Bush for Homeland Security and Counterterrorism, knew that Robert Van Caneghan is a serial rapist- and did nothing.

You have condemned The Democratic People’s Republic of Korea for counterfeiting American currency.  Yet the American government permitted John Boasi, an AMEX manager, to distribute counterfeit $20 bills.

You have condemned The Democratic People’s Republic of Korea for distributing drugs.  Yet, the Department of Justice permitted Louis Miceli to smuggle cocaine. And Frances Fragos Townsend, Assistant to President Bush for Homeland Security and Counterterrorism covered up the cocaine smuggling of Louis Miceli.

You have loudly condemned The Democratic People’s Republic of Korea for laundering money.  Yet the Department of Justice and the Securities and Exchange Commission permitted Louis Miceli and Robert Van Caneghan to launder drug money. And Frances Fragos Townsend, Assistant to President Bush for Homeland Security and Counterterrorism covered up the laundering of drug money by Louis Miceli and Robert Van Caneghan.

You have extolled democracy.  Yet the Department of Justice and the Securities and Exchange Commission permitted Ferdinand and Imelda Marcos to keep the $10 billion dollars, which Heinz Grein laundered into Swiss Banks. And Frances Fragos Townsend, Assistant to President Bush for Homeland Security and Counterterrorism covered up the money laundering of Heinz Grein and permitted Ferdinand Marcos to keep the billions looted from the Philippines.

Where is the moral compass of America?

My FBI files and the files of these investigations shall prove that I am not lying.

Incidentally, you cannot trust the Federal Bureau of Investigation.  In the 1990’s the Federal Bureau of Investigation and the Department of Justice were investigating Citibank and Bank of New York for money laundering.  James Kallstrom, Assistant Director of the FBI in New York, provided Citibank and Bank of New York with privileged information including the names of cooperating witnesses, confidential informants, bank records, etc.  And this was covered up by Mary Jo White, United States Attorney for the Southern District and the United States Attorneys for the Southern District, who succeeded Mary Jo White.

This cannot be covered up any longer.
